The Bill (Reg. No.3428) extends the list of aggravating circumstances envisaged in Article 67 of the Criminal Code with the following concepts: "committal of a crime by a person due to fulfillment of official duty" and "committal of a crime for mercenary motives".
The version of the Bill drafted for the Second Reading eliminates the gap in effective legislation concerning lack of reference to the Law "On Service at the Local Self-Government Bodies" in Article 368 of the Criminal Code.
The Bill substitutes the punishment for acceptance of a bribe in the form of eight-twelve years of imprisonment for the similar punishment for the period of ten-fifteen years.
The Committee members propose that the amount of an especially large bribe (currently almost 150 thousand UAH or 500 non-taxable citizens´ incomes) be decreased to almost 90 thousand UAH or 300 non-taxable citizens´ incomes.
Pursuant to the Bill, the persons convicted of acceptance of an especially large bribe or persons holding especially responsible office shall never included in the amnesty.
